The 11-11-9 and 10-9-7 keyboards are for iPhone size devices.
North Sami 11-11-9
This is a first draft of a North Sami ášerty keyboard, where the D row has 11 positions, the C row has 11, and the B row has 9. The keyboard contains the Sami letters, with an additional w for writing www in web addresses. A possible weakness is that row B has been moved one and a half position to the right.

One possibility is to go for the QWERTY keyboard, and add the Sami letters on level 2. This is not a good solution seen from a writing fluency point of view.
